Released 5/23/13 -- If you know that your district will close a school or change grade configurations for next school year, you can update the database now. The EEM is accepting deferred transactions for the 2013-2014 school year. A deferred transaction means that you can update the database now, with an effective date of July 1, 2013 when you may be on break. Updating the information now can help to ensure accuracy for pre-identification of assessment materials and school selection for Title 1 grants. Please follow the directions below.
School Closings
If an EEM authorized user knows for certain that a school or another entity is closing in the district, he or she may close the entity with a closing date of June 30, 2013 (or later if the entity will be used during the summer). This means that the local board of education has already determined which entities will close for 2013-2014.
To close an entity, the user logs in at www.michigan.gov/eem. On the left navigational bar, under "My Entities," the user clicks on "List of Entities." From the list, the user locates the entity that will close and clicks the "Close" button. He or she then enters the future closing date (June 30, 2013). Any closing of an entity needs to be approved by CEPI so the closing will not display immediately.
Once the closing is approved by CEPI, the authorized user must go to the "Task" list under "My Entities," and confirm the closing. This is very important! The entity will not change to "Closed" unless the EEM authorized user confirms this. On the closing date, the status of the entity in the EEM will automatically change from "Close pending" to "Closed."
Please note: If the students and staff are simply moving to a new location, this is treated as an address change (not a school closing). Therefore, when the user requests to close an entity, he or she will receive a phone call from CEPI staff to verify the request.
Grade, Educational Settings, Official Name of Entity, Address and Lead Administrator Changes
The EEM authorized user may make these changes for 2013-2014 as deferred transactions.
CEPI must approve changes to the Official Name of the Entity or the original Open Date. Consequently, the EEM authorized user will not see those changes immediately. Otherwise, all other changes for next year with a deferred Effective Date of July 1, 2013 (or a later date) will be deferred transactions. The EEM will display this school year’s entity data through June 30, 2013 and then display next year’s data as of the Effective Date entered by the authorized user.
It is very important that the authorized user complete the Effective Date field on the main EEM screen for each record that changes. If changes are made for the 2013-2014 school year during this school year, the Effective Date at the bottom of the main page must have July 1, 2013 or a later date entered.
If the authorized user makes Address or Lead Administrator changes for the next school year, the Effective Date must be the same as, or earlier than, the Effective Date on the main screen of the record. For Lead Administrator changes, the Add Contact button is used, and the Lead Administrator box is checked. Using the Effective Date of July 1, 2013 or a later date, the Lead Administrator designation will take effect on that date. If appropriate, the EEM authorized user will then need to remove the name of the previous Lead Administrator after the Effective Date of the new one.
Please remember:
1 – If the EEM authorized user is not sure of these changes for 2013-2014, we recommend waiting until the local board of education has confirmed the changes.
2 – If deferred changes are made, the Effective Date on the main screen must be July 1, 2013 or a later date.
3 – If deferred changes are made, no other changes may be made to that entity record until the Effective Date is reached, unless the EEM authorized user decides to remove the deferred transactions.

Released 3/15/13 -- CEPI has received several questions on how to report students who withdraw from a district to attend a cyber school or virtual school. First, determine whether the cyber/virtual school is in-state or out-of-state by searching for the school in the Educational Entity Master (EEM) at http://www.michigan.gov/eem. If the school does not exist in the EEM, it is considered an out-of-state school. In this case, report the student with District Exit Status code "14" (enrolled in home school).
If the cyber/virtual school does exist in the EEM, it is considered an in-state school. The school will be listed as either a public or nonpublic school. Report the student with District Exit Status code "08" (enrolled in another public school district in Michigan) if it is a public school. Report the student with District Exit Status code "15" (enrolled in nonpublic school) if it is a nonpublic school.

The targeted collection open date is May 1, 2013. The certification deadline is August 27, 2013. There will be no data correction window. All data must be submitted and certified by the certification deadline. Students who do not have a final grade in a course (e.g., summer school) may be reported with an "I" (incomplete) or similar course grade and completion status.
Districts that did not report students' summer school courses in the 2011-2012 TSDL Collection must report those courses in this year's collection by selecting the appropriate Academic Year in the Student Course Component. An Academic Year is not required to be selected when reporting 2012-2013 courses.
As a reminder, a unique student record in TSDL is determined by a combination of the district, building and student (one record per student per building). When a subsequent record matching this combination is uploaded, the MSDS will replace the entire student record in TSDL with the newly submitted data. The final submitted record for a student in the TSDL Collection must include all of the courses you wish to report for that student in a particular district and building. Further details and examples will be in the upcoming 2012-2013 Guidance document.

Released 1/2/13 -- MSDS system maintenance is complete, and the system is now online. If you try to log on and receive a message that MSDS is still down for maintenance, please close all of your Internet windows, then go to https://sso.state.mi.us/ and try again. This should clear any cached information and allow you to access the system.
The following enhancements were included in this maintenance update:
-Users will now see a quicker turnaround time on the processing of uploaded files in the TSDL Collection.
-Special Education Component – Business rule 225.39.5 has been modified to allow users to report Primary Education Setting codes "03" and "05" with Student Residency code "09".
The following system problems were fixed for this maintenance update:
-TSDL Collection – Student history records now display the correct fields for the Student Course Component.
-School Demographics Component – Users may now submit an exit date that is the same as the closed date of a district without receiving an error.
-Initial IEP Component – The system will now validate the age as 2 years 6 months for business rule 224.1.
-Missing LEP and Special Education Report – The report will now display all students who were previously reported as LEP or Special Education and not reported in the current collection.
-Certification rule 100.7 now validates the status of an entity on count day to ensure that districts are not prompted to report buildings that are no longer a part of their district.

Released 11/16/12 -- A communication was sent to the MSDS Listserv on November 15 regarding the BAA Request for UIC Collection. We wanted to make a few clarifications regarding the communication:
The BAA Request for UIC Collection is still available at this time during Fall General Collection Closeout.
Tested Roster for all three fall assessments (MEAP, MEAP-Access, and MI-Access) will take place between Wednesday, November 28 and Tuesday, December 4, 2012.
Any UICs resolved before the opening of Tested Roster (the morning of 11/28) will ensure your Tested Roster data is as clean as possible when it opens; however, the BAA will be pulling hourly from this UIC resolution collection, so you have until 5:00 p.m. on 12/4 to make any final UIC resolutions in this collection before it will be too late to impact your fall 2012 assessment and accountability data.
UICs were very clean overall this cycle so only a small number of UICs had to be submitted for resolution. That means many districts will find an empty queue in their BAA Request for UIC Resolution Collection and have no UICs to resolve at this time; however, as our assessment contractors continue to scan answer documents, districts that erroneously submitted any answer documents without barcodes will necessitate the creation of a barcode now, which could cause a very small number of additional records to be pushed to this collection for resolution.

Released 11/05/12 -- The Michigan Department of Education (MDE) and the Center for Educational Performance and Information (CEPI) are pleased to announce that the 2012-2013 Days and Clock Hours (D/CH) application is now open in the Educational Entity Master (EEM).
Reporting of days and clock hours of pupil instruction is required under Section 101(3) of the State School Aid Act, and must be completed by all local school districts and public school academies, as well as by intermediate school districts that operate alternative education programs or claimed FTE for Special Education Early Childhood programs.
Changes from 2011-2012:
Users will create their calendar first, then enter events. This is the reverse of the sequence from last year.
We are continuing to work on a reporting option to allow users to print out their information; for now, users can continue to use the print-screen option.
Users can create new entries in the Calendar, Events and Attendance modules. The Summary and Summary Edit modules will remain view-only until closer to the end of the school year, when the certification window begins. Users are encouraged to update their days and clock hours information periodically through the year. Doing so helps to ensure that items are reported accurately, as well as balances data entry throughout the year.
Local districts have until July 15, 2013 to input and certify their submission for the 2012-13 school year. The intermediate school districts will have until August 1, 2013 to review and certify local district submissions.

Released 10/25/12 -- This spring, MDE and CEPI have seen several districts have their adequate yearly progress (AYP) adversely impacted by not having reported students as exited. Please remember that simply not reporting students does not remove them from your district's enrollment roster. Neither does reporting students with exit information in a non-certified collection, such as Request for UIC. To officially exit a student from your district, the student exit data must be included in the certified data for one of the three General Collections (Fall, Spring or End-of-Year) or certified through the Student Record Maintenance Collection. Only certified data will update the student's official enrollment status.
Failing to exit students through a certified MSDS collection can significantly impact your district's assessment rosters, attendance data, and graduation and dropout rates, and may result in failure to meet AYP criteria. There are several reports within MSDS to help you determine if you have accurately reported exited students.
Missing Student Report - lists any student who was reported in the last general collection as continuing in your district and is not included in the current general collection. Ultimately, you should have no students appearing on this report. This report is available from both the Staging Area and Certified Data Reports. NOTE: This report will not show students who enrolled and subsequently exited between collections. Be sure to check your local student information system (SIS) to identify these students.
Exit Status Count – lists the total number of students for each reported District Exit Status code. If no students are listed as having left the district, then you have not reported any exiting students. You should verify that the number of students submitted with each exit status is correct by comparing it to reports in your local SIS. This report is available from both the Staging Area and Certified Data Reports and includes the drill-down format for viewing student-level detail.
Alpha List – lists all students included in the collection. The report includes the reported District Exit Status for each student along with an Exit Date for students reported as leaving the district. You should confirm that all students who have left the district appear on this report with the correct exit status and date. Students are listed in alphabetical order under each reported building. For more flexible sorting and filtering, run the "Alpha List for Download" report and choose the Excel format. These reports are available from both the Staging Area and Certified Data Reports.
If you discover that one or more students were not accurately exited from your district in the 2011-2012 school year, you should report the exit data in the EOY General Collection by the July 2 certification deadline.

Released 9/12/12 -- The Center for Educational Performance and Information is extending the graduation and dropout appeals window through Friday, September 21.
We have received several extension requests, and have determined that the rates provided in August erroneously excluded Spring 2012 General Collection exit data and some 2010-2011 audit findings. The Graduation and Dropout (GAD) Application will be refreshed by Monday, September 17 with new rates that include any corrections submitted through September 12 and these missing records.
Your district's rates may change slightly as we recalculate rates; however there are a very limited number of districts for whom this will result in a negative rate adjustment. Districts for which the adjusted rates fall below 80% at a building or district level will be contacted directly.
Please note that this will delay the Michigan Student Data System (MSDS) 2012-2013 school year roll-over. Accordingly, the MSDS will be off-line from 12:00 am Saturday, September 22 through Wednesday, September 26. Details about the system updates will be sent in a separate message.

Released 9/07/12 -- The MSDS will be offline from midnight Thursday, September 13 through Tuesday, September 18, in preparation for the system rollover for the 2012-2013 school year.
The following changes will occur with the system rollover:
Changing over to the new school year XML schemas for all MSDS collections. To view a specific XML schema, click the appropriate collection name link below. The schemas are located in the "2012-2013 Technical Resources" section of each collection page. When the system comes back online on September 19, the following collections will be active and available for your use:
o Request for UIC Collection
o Early Roster Collection
o Student Record Maintenance 2012-2013
o Fall 2012 General Collection
The following collection will be available soon:
o Fall 2012 Early Childhood Collection
CEPI will remove all records created prior to July 1, 2012 from the Request for UIC, BAA Request for UIC and IHE Request for UIC Collections.
