Released 1/27/12 -- CEPI has recently updated the Teacher Student Data Link (TSDL) Web page (http://www.mi.gov/cepi/0,4546,7-113-986_50502_57560---,00.html) with the following documents/links:
The targeted collection open date is April 30, 2012. The certification deadline is August 1, 2012. CEPI will send out quality review e-mail messages after that date, and the collection will re-open on August 13 for districts to make any necessary data corrections. The correction window will close on August 24. There will not be any additional extensions. Students who do not have a final grade in a course (e.g. summer school) may be reported with an "I" (incomplete) or similar course grade and completion status.
Districts that did not report students' summer school courses in the 2010-2011 TSDL Collection can report those courses in this year's collection by selecting the appropriate Academic Year in the Student Course Component. An Academic Year is not required to be selected when reporting 2011-2012 courses.
As a reminder, a unique student record in TSDL is determined by a combination of the district, building and student (one record per student per building). When a subsequent record matching this combination is uploaded, the MSDS will replace the entire student record in TSDL with the newly submitted data. The final submitted record for a student in the TSDL Collection must include all of the courses you wish to report for that student in a particular district and building. Further details and examples will be in the upcoming 2012 FAQ document.
Last year, CEPI announced that the Course Identifier Code characteristic would be required for the 2012 TSDL Collection. If the Subject Area Code reported is not "00" (a state approved CTE course also reported in CTEIS) and the Course Identifier Code is not submitted, a record level error message will display. You cannot certify your collection until all such errors are corrected.

Released 1/24/12 -- Regarding the MSDS update, per CEPI....
The following enhancements are included in this maintenance update:
The MSDS database has been migrated to a new database server. The new server has 50 percent more processing power than the former server. As a result, we expect improvements to overall system performance and report generation.
A new version of the Spring 2012 XML schema has been posted to the MSDS General Collection Web page (http://www.michigan.gov/cepi/0,4546,7-113-986_50502_53580---,00.html). The only change from the previous version is the addition of the language codes described below.
The EOY 2012 XML Schema, XML Sample File, and Schema Summary have been posted to the MSDS General Collection Web page.
A new staging/certified report is now available (Newly Enrolled Students). This report provides information on students newly enrolled to your district since the previous collection. This report displays previous district information, including whether or not the student was previously Special Ed, LEP, Homeless, Migrant Eligible, Immigrant, or Section 504. NOTE: the "year" portion of the enrollment date is not in the correct format; we are working to get this corrected.
The "Early Childhood Count by Fiscal Entity and Age" and "Early Childhood Count by Fiscal Entity and Program" reports have been re-written to work for the 2011-2012 single-certify Early Childhood collections.
New versions of the following component spreadsheets have been updated and posted to the CEPI web site: Discipline, ECPrograms, Enrollment, InitialIEP, LEP, Membership, MigrantCurriculumCourses, Special Education, StudentCourse and TitleITAS.
LEP Component: The language codes have been updated to match the ISO 639-2 language code list.
Migrant Curriculum Courses Component: Validation rules will no longer be enforced, as the data are no longer collected in MSDS.
The following system problems were fixed for this maintenance update:
Discipline and Consequence Summary report: Corrected various issues with the report.
Enrollment Component - Validation Rule 70.21.14: Corrected warning to only display for exit status codes 01, 02, 03, 04, 40, 41 and 42.
Program Participation report: Students who exited special education prior to the collection count date (but remain enrolled in the district) are no longer included in the special education count
Special Education Component: Validation Rules 225.39.9 and 225.39.10 were corrected to exclude students who have exited the district.
Submitted Records without PEPE Assigned report: Corrected various issues with the report.

Released 1/12/12 -- The attached acceptable exit status documentation has been revised to comply with federal requirements. The change will be incorporated into the Pupil Auditing Manual the next time that the manual is updated. The Department plans to forward this change to Local and Intermediate School District Superintendents and Public School Academy Directors via an e-blast.

Released 12/16/11 -- CEPI has received information from the MDE that the U.S. Department of Education (ED) has found that Michigan's current acceptable documentation for student exits, particularly for students transferring to home school or moving out of state, does not meet federal standards. The changes in documentation may impact the information that you need to maintain to support student exit statuses reported in the MSDS.Please refer to question A-27 in the High School Graduation Rate Non-Regulatory Guidance manual at http://www2.ed.gov/policy/elsec/guid/hsgrguidance.pdf for information on what ED considers acceptable. This document is also linked from the Cohort Graduation and Dropout Reports page on the CEPI Web site.
The MDE will publish updated audit guidance on acceptable exit status documentation for these particular transfers. As soon as the department comes out with this guidance, we will share it with you.
