IDEIA (2004) addresses
transition assessment:
Beginning not later
than the first IEP to be in effect when the child turns 16, or
younger if determined appropriate by the IEP Team, and updated
annually, thereafter the IEP must include- (1) Appropriate
measurable postsecondary goals based upon age appropriate
transition assessments related to training, education, employment
and where appropriate independent living skills (Federal Register,
2006, Section 300.320(b)).
The MOISD and many
other districts across the state of Michigan and the United States
recommend the ESTR as an appropriate Transition assessment tool.
In the 2006-2007 school year, the MOISD will purchase the ESTR and
the accompanying online report generated from the results for each
student grades 9-12, receiving special education services in the
MOISD, it's local districts and charter academy, as appropriate.
Two versions of the ESTR will be available 1) the ESTR-J, for
students with mild disabilities, and the ESTR III, for students
with more disabilities. School personnel trained in the use
of the ESTR will determine which is appropriate for each student.
The ESTR Scales
are informal, criterion-referenced instruments intended to help
identify whether students have the necessary adult-life skills and
to determine if planning for successful adult adjustment has been
completed. The important information obtained from
administering an ESTR Scale will be the description of student
performance and the status of planning relative to a successful
transition to adult life.
The ESTR scales
answer the following questions;
1. What are
the student's desired future goals/outcomes?
2. What
skills does the student possess? (strengths)
3. What
skills must the student acquire to achieve their goals? (needs)
4. What
planning issues need to be addressed? (needs)
On October 30th,
2006, representatives from the MOISD, each of it's local
districts, and charter academy attended training conducted by Sue
Severson and Jon Enderle, ESTR authors, on the administration and
use of the ESTR. The documents below are components of their
presentation. They have been added to this web site so
training may be extended to other school personnel. Contact
your local Transition Council Representative, or the MOISD
Transition Coordinator for more information and training on the
use of the ESTR.
